Biography
Lilian Keene-Mugerwa is the founder of Platform for Labour Action (PLA) and currently serves as Legal and Strategy Adviser at PLA. An Ashoka Fellow for Life and a respected lawyer, she has spent more than 25 years advancing labour rights, access to justice, gender equality and social protection for vulnerable and marginalized communities in Uganda. Through her leadership, PLA has become a strong voice for social justice, legal empowerment and policy advocacy. Lilian has also provided advisory and consultancy support to major institutions including the World Bank, UNDP, ILO, UN Women, HiiL and UNODC. Recognized as Human Rights Lawyer of the Year by the Uganda Law Society, she is widely admired for combining legal expertise, strategic leadership and a deep commitment to justice and dignity for all.
