The Way Forward
Government programs (UWEP, Youth Livelihood Fund, SAGE) haven't adequately addressed poverty and vulnerability. The article advocates for flexible, inclusive social protection through sustainable financing and voluntary contributory schemes that reach the most vulnerable workers.
